Civil

The Ellis County Sheriff's Office has three Deputies assigned to the Civil Division. These Deputies work civil process that comes out of the District, County and Justice of the Peace Courts. The Civil Division has two Deputies assigned to serving various types of papers such as criminal and civil subpoenas, summonses, citations, protective orders and attorney general paperwork. The Civil Division has one Deputy assigned to writs. This Deputy serves writs such as executions, attachment, garnishments and possessions. This Deputy is also responsible for Sheriff sales, tax sales and impounded livestock sales.


Lieutenant Michael Tobey

Lieutenant Michael Tobey obtained his Peace Officer certification in 1992. He has served with the Ellis County Sheriff’s Office since 2000. Prior to that time he worked with other law enforcement jurisdictions such as the Tarrant County Sheriff's Office, City of Forest Hill Police Department and City of Kennedale Police Department. During his tenure with the Ellis County Sheriff's Office, Lieutenant Tobey has been a Field Operations Deputy (Patrol) as well as a supervisor in this area. He has also been an Investigator and Sergeant for the Criminal Investigations Division. He serves as the Lieutenant over several entities within the department such as Civil, Warrants, Fugitive Transport, Courthouse Security and Bailiffs, Animal Control and oversees the duties of part-time employees.

Lieutenant Tobey has completed college hours at Tarrant County Community College and received his Peace Officer certification from Dallas Baptist University. He holds several licenses issued by the Texas Commission on Law Enforcement Officer Standards and Education, including an Advanced Peace Officer Proficiency Certificate.
